At the end of 2005, UNIZO, the union of independent Flemish entrepreneurs in Belgium, wrote:

Despite we do not have exact proves and figures, we can say that a substantial part of the self-employed people from abroad work in sub-contract for a Belgian company. They work always for the same employer, do not have their own material, do not make price-offers, do not speak Dutch so they cannot recruit their own costumers. They do not work for the common prices and are bogus self-employed workers who are in unfair competition with the Flemish companies with Flemish employees paying their social contribution in Belgium.[26]
